in a duel and u ask your oppenent if u can look at his graveyard can he refuse.I would not do this just wondering if anyone has come across it

no they can't refuse, same as if you ask how many cards are in there hand, they must tell you.

tru its defnined that u may ask for information and they must give you the information unless an effect says that you aren't allowed to look (ie question)
OR
the opponent searches for a card in their deck that doesn't have a requirement like a certain level or stat (ie Different dimension capsule)

as long as it's 40+ your fine (once i saw a dude with a 100 card deck ZOMG)
it's advisable to make a 40 - 60 card deck kay
