ok, first of all start off by thinking about how many of each type of card you are going to use. 17 monsters, 17 spells and 6 traps its a good ratio and 4 of the monsters been tributes and special summons.
decide on a deck theme, decks tend to be better with a theme or strategy to em, i am just gonna give you a general guide though ask for specific deck types another time/ask for advice on a deck you build.
dont use situational cards, they just end up been useless in your hand.
lets start with the monsters, dont use rituals and fusion summons(that use polymerisation anyway, metamorphosis is way better) they use too many cards to summon one that can easily be killed as soon as it is summoned.
very few level 7 or over tribute summons are used as they tend to be like the rituals and fusions and use 2 monsters for 1 and losing a card from your hand. (the one you summoned) use level 5-6s such as jinzo, airknight parshath, and special summons such as chaos sorceror are good examples but look for other cards to use too.
with level 4s and lower dont always go for just high attacks. effects are more important and sont use many normal monsters, if any. for high attack things like berserk gorilla are good.
with effects use some monsters with a decent attack and an effect, like D.D. assailant, and Tribe infecting virus.
for other effects sunister serpant helps for hand advantage, exiled force is a good 1 for 1 card, magician of faith, morphing jar and there are plenty others. just dont use situational stuff of stuff that is well bad.
spells are a key part of your deck. use the staples, like delinquent duo pot etc. in most decks because they help to give you an advantage/ bring you back in2 the game. for other spells use ones for the deck theme, or other good spells like scapegoat. stay away from most equips, perhaps only use united we stand or if you are making a ben kai deck.
traps are slower than spells, because they have to be set first. common traps that are used are torrential tribute, mirror force, ring of destruction. use trraps that can distrupt your opponent and help you and avoid ones that are a bit useless as you should with all types of cards.
try to make your deck fit together and dont put out of place cards in it, when you are thinking about a card to decide if it is any good or not and think it would be good if in a particular situation, then it is situational. cards that leave you at a disadvantage/give your opponent as much advantage as you arent worth putting in

and also once you have your deck, tweak away, try ourt new cards in it, but never stray far away from the original ideas, and remember it is a game, so have fun, and creating decks can be nearly as fun as playing.

thanks guys i gettin a tin at the weekend so ill sort out a deck next week and if its pants then tell me wat went wrong ill look other peoples decks and get ideas from thm and again thnks i really apreciate it

ok with this advice i goin to make a deck with good effects and spells compliments of chocobo but sadly no theme ill show it and if u fink i gettin the hang of it but still not to good thn ill try a gravekeepers deck

thanks ^^, i had a bit of spare time lol
dont worry about a deck theme really, they help but you can make a good deck without one or get a structure deck and base something on that.
i think you can tribute exiled to killl itslef, like you can target man eater bugs effect on itself or with MST
