this might be the wrong part to ask this, but starter deck cards have me puzzled...
my question is, the starter deck i have got from england, is it allowed to be used in a tournament... i ask because the ruling is only 'E' cards may be used in official tournament according to the website... but the starter decks do now have the 'E' mark.
so what happens there?

I can c where your coming from.
Let me explain fairly simple as possible.
The E used to be sued to tell players where the card was made and for which region it could be used (ie E was for europe). Now you can use any english printed card being from USA or UK provided it is english and geniune

and there is where i get confused... i know that the "E" shows its from Europe, just like the EN for England... but this is the part that gets complicated.
Whilst in the states, i saw my friends cards, and the booster she has is the same as here code wise... and over there, she also got this special pack that contained spanish cards. On the spanish cards if i remember they had the "E" but they were not in english, so are they tournament legal?
and then there is this from the Upperdecketc... site;
Q: Can I use my Non European cards in tournament? A: Only Official European cards are allowed in Official UK Tournaments.
i have a number of US and "starter" deck cards... but it is here where it gets confusing. is the UK site not updated or what?
is this what i got from the US site the correct info;
Effective as of May 1st, 2004, Upper Deck will eliminate the rule that only English cards designated for that territory can be used in tournament play. Meaning that any English card can be used around the world. Asian-English is still prohibited for any territory other than Asia.
