AFAIK you can chain to a counter trap, with another counter trap. It can only counter the most recent card in the chain though.

being the 1st counter trap however it does beat it so ie
i play dark hole
Sonic23 chains solmen judgement
i chaind my solmen judgemetn
Resolves
My solmen ------> Sonic23's solmen ------> dark hole
therefore it does in effect counter the dark hole just not directly

If opponent flips:
Gravity Bind
You chain decree
They flip mst
You attempt to activate Solemn Judgment But decree negates the activation.
